Vienna, Jan. 22. A decree has been published stating that Her Imperial Majesty promises all young persons who voluntarily enlist in her military that they will be promoted based on their merit to the rank of junior platoon commanders, or even to a higher rank. This decree also promises that at the end of the war, they will be given permission to return to their respective homes, and they will be granted certain advantages in their business endeavors. This incentive has already had the desired effect, as large numbers of young people are enlisting daily.
Brussels, Jan. 30. In addition to the recruits currently being raised in these provinces to bring our national regiments in Germany up to full strength, the government has received orders to form four entirely new regiments, each consisting of two battalions.
Madrid, Jan. 10. The policy of our royal court remains peaceful, and it is likely to stay that way.
Vienna, Jan. 21. We have received intelligence from Constantinople that the new Sultan has donated five hundred purses of money to pay off the debts of those confined in the various jails of his capital.

This morning, the warship Lancaster sailed out of the harbor to Spithead. As the last ship of the American squadron, it is reported that Admiral Boscawen says they will set sail tomorrow. Admirals Boscawen and Broderick, along with others, currently remain in port.
Gravesend, Feb. 8. The ships Winchester (captained by Harrison), Jupiter (captained by Teage), and London (captained by Bushel) have passed by, all arriving from Leghorn.

At Barcelona: Nicolas Joannes, captained by Scoberg, from Falmouth.
At Glasgow: Lilly, captained by White, from Virginia.

We hear that the King of Prussia has formally requested a naval fleet be sent to the Baltic Sea in order to intimidate and keep the Russians in awe, and that preparations are currently being made to do so.
We hear that a Commodore will be dispatched with two heavily armed warships and several frigates to patrol just outside the Weser River, aiming to prevent the French forces currently in Bremen from receiving any supplies by sea.
Orders have been issued to private shipyards to construct twelve additional fir-wood ships, which are to be ready in a few months.
Last Wednesday, a wagon loaded with silver and guarded by a detachment of dragoons departed for Portsmouth, where the money will be loaded onto ships to pay His Majesty's troops stationed in North America.
Yesterday, a report arrived via the Lisbon mail stating that the Norfolk, a privately owned warship captained by Chambers Clarke, had captured a French vessel loaded with wine, brandy, and other goods, and brought it into port there.
The Mermaid out of Dublin, captained by Tennin and traveling from Rotterdam, has been lost on the coast of Ireland.
The Perfect Union, captained by Moulton and traveling from Rhode Island to London, was captured by the French and taken to St. Malo. The ship was estimated to be worth £30,000.
According to a letter from Antigua, dated November 25, we have a report that our warships and patrol cruisers recently sent ten captured French privateers into port there, along with a large Dutch ship carrying provisions from Cork, which it is believed will be legally condemned.
Yesterday, the Virginia merchants hosted a very lavish dinner entertainment for His Excellency Francis Fauquier, Esq. , who was recently appointed as the Governor of Virginia, at the George and Vulture tavern in Cornhill.
